There will be a CBI inquiry into the death of Roopa Tirkey, the station in-charge of Ranchi’s Sahibganj. The Jharkhand High Court on Wednesday ordered a CBI inquiry. The court of Justice SK Dwivedi has directed the CBI to investigate the matter without delay. Rupa Tirkey’s father Devanand Oraon had filed a petition in the High Court and requested for a CBI inquiry, alleging the murder of Roopa Tirkey. On Tuesday, the court had reserved the verdict after completing the hearing of the matter. On Wednesday, the court ordered a CBI inquiry. Roopa Tirkey died on May 3. His body was found hanging in a noose in the government quarters.
Justice SK Dwivedi has said in his order that prima facie many cases have been found suspicious in this case. After the death of Roopa Tirkey, her legacy has not been kept safe. The appellant has said that there are five wounds on his body. Documents in this regard have also been produced by the applicant. Political pressure has also been created on Roopa’s family members. The names of many people close to power have also come to the fore in this case. Phone call details have also been found in its favor. The family members of Roopa were also given inducements. It has been said to give even to the petrol pump. Even after going through the documents presented in this case in the court, many wrongs are coming to the fore. So this case is fit for CBI investigation and it is rarest of the rare case. For this reason a CBI inquiry is ordered for a fair investigation. CBI should start investigation in this matter immediately.
The court has said in its order that the one-member inquiry commission constituted by the government will continue to hear the matter. The petition filed for quashing of this commission was dismissed by the High Court.
Some intervention petitions were also filed for the CBI probe into the death of Roopa Tirkey. But the court dismissed all and held that all the intervention petitions were beyond facts. Some were filed for political purposes. Therefore all the petitions are dismissed.
Father raised many questions on police investigation
Rupa Tirkey’s father Devanand Oraon had raised questions on the police since her death. He had told the court that the post-mortem report showed that Rupa Tirkey had bruises on her body before she died. The circumstances in which the body was found after the death of his daughter, it appears that it was not a suicide. The court was told that a man of political clout named Pankaj Mishra is under suspicion in Sahibganj. After Roopa’s death, Pankaj Mishra has spoken to SIT Head DSP several times. In the past, while presenting the call details of Pankaj Mishra in the court, it was said that he had constant talks with the SP, DC and DSP. The court was told that Roopa Tirkey was probing several important cases. Due to this a conspiracy was hatched to kill her and it involves Pankaj Mishra and some policemen.
The police had given a clean chit to Pankaj Mishra in the case of the death of the female station in-charge of Sahibganj, Roopa Tirkey. At the same time, Roopa Tirkey’s batchmate and alleged lover Shiv Kanojia and father Devanand Oraon were also made primary accused in this case. The matter of making the father of the primary accused deceased as an accused came to the fore when the Home, Prisons and Disaster Management Department of the state government had issued an order for judicial inquiry into the matter. In the order issued by the Home Department of the State Government, the circle of the case was informed that in the case of the death of the deceased, the police have found the inspectors Shiv Kumar Kanojiya and Devanand Oraon guilty in the investigation. In this case, the police has also filed a charge sheet against Shiv Kumar Kanojiya. The observation that the case against Roopa’s father was found to be true was also mentioned. At the same time, it was told in this report that the family members of Roopa Tirkey had arrested Pankaj Mishra,The allegations leveled against Jyotsna and others, including the Inspector General of the women’s police station, were found to be false. The SIT had also given a clean chit to Pankaj Mishra in its report.
The state government had constituted a judicial inquiry commission under former Jharkhand High Court Chief Justice Vinod Kumar Gupta to probe the Roopa Tirkey death case. The home department of the state government had issued an order in this regard on June 15. It was mentioned in this order that in the case of Roopa Tirkey’s death, directly or indirectly, Pankaj Mishra,The role of SI Manisha Kumari or Jyotsna Kumari has not been found. The personal matter of Roopa Tirkey has come to the fore behind the incident. It has been told that on the basis of preliminary evidence, the police has sent Inspector Shiv kumar Kanojia to jail. At the same time, during research and supervision, the police have found Devanand Oraon guilty in this case besides Shiv Kumar Kanojia. Both have been told to be found guilty under section 306 of the IPAC. The state government is giving a one-man member of the Judicial Commission the same amount of payment and facilities as the present Justice of the High Court. So far, an amount of about 20 lakhs has been spent in the investigation of this case.
