Ranchi DC Orders Salary Suspension of Headmasters from 233 Schools Over Attendance Lapses

Ranchi : Ranchi Deputy Commissioner-cum-District Magistrate, Manjunath Bhajantri, has ordered strict action against schools and teachers for poor academic performance and irregular attendance reporting during a district-level review meeting of the Education Department.
The review meeting covered the functioning of Secondary Education, Primary Education, Samagra Shiksha Abhiyan, and the Mid-Day Meal Scheme. Detailed assessments were made regarding district ranking reports, academic performance, e-Vidya Vahini attendance records, U-DISE data, teacher training, student enrollment, and school infrastructure.
Taking a tough stand on poor board examination results, the Deputy Commissioner directed that all teachers of schools where more than 10 percent of students failed in Class 10 examinations be issued show-cause notices. He also instructed that headmasters and science teachers of schools recording poor results in Class 12 Science stream be served show-cause notices and asked to prepare corrective academic strategies.
The Deputy Commissioner expressed serious concern over the failure of schools to maintain attendance records on the e-Vidya Vahini platform. He noted that more than half of the schools in Ranchi district were not regularly recording student attendance. As many as 233 schools had not uploaded attendance even for a single day, prompting the administration to issue show-cause notices to their headmasters and suspend their salaries until further orders.
Additionally, 1,461 schools recorded student attendance for less than ten days, and notices will be issued to their respective headmasters.
Action was also ordered against teaching staff. The Deputy Commissioner directed issuance of show-cause notices to 215 teachers who had not marked their attendance even once on the e-Vidya Vahini portal, while their salaries have also been withheld until further orders.
He instructed all Drawing and Disbursing Officers (DDOs) to ensure that salary payments are made strictly on the basis of attendance recorded on the e-Vidya Vahini system. Recording of student attendance on the platform has also been made mandatory.
Reviewing teacher capacity-building initiatives, the Deputy Commissioner observed that 1,416 teachers had not yet started their Continuous Professional Development (CPD) training through the J-Guruji App. He directed all such teachers to begin the training within seven days, warning that failure to complete the programme would result in salary suspension.
The meeting also emphasized achieving 100 percent student data progression and accelerating the creation of APAAR IDs for all students, including those studying in private schools. Private institutions have been directed to organize special enrollment camps immediately after reopening.
Each block has been instructed to nominate at least five teachers, BRPs, or CRPs as “Change Makers” to support educational reforms. Officials were also directed to increase student coverage under various educational initiatives.
The Deputy Commissioner issued a stern seven-day deadline to complete enrollment targets in Kasturba Gandhi Balika Vidyalaya schools and warned of action against officials failing to achieve the targets.
While reviewing examination outcomes, he stressed that schools should not focus solely on pass percentages but also on increasing the number of students securing first division and scores above 75 percent.
On infrastructure, the Deputy Commissioner ordered an immediate halt to teaching activities in extremely dilapidated school buildings. He directed concerned officials to prioritize reconstruction of unsafe structures through DMFT and other available funds and to ensure timely completion of previously approved DMFT projects.
The meeting was attended by Deputy Development Commissioner Sanjay Bhagat, District Education Officer Vinay Kumar, District Superintendent of Education Badal Raj, along with area education officers, block education extension officers, assistant programme officers, block programme officers, and wardens of Kasturba Gandhi Balika Vidyalayas and Jharkhand Balika Vidyalayas.
